Mortgage rates sat at 7.24% for a 30-year fixed loan on October 29, 2026, per Freddie Mac's weekly survey. A year earlier the same survey showed 6.17%. That jump changes the math on every Knoxville house, and it also changes how sellers behave. Here's how to buy smart right now, using real local MLS numbers and the actual lending rules on seller credits and buydowns.

Here's what we'll cover:
Take a $400,000 home with 10% down, which leaves a $360,000 loan. At 7.24%, principal and interest come to $2,453.39 a month. At last year's 6.17%, the same loan cost $2,197.88. That's $255.51 more every month, before taxes and insurance. Run your own price and down payment through our mortgage calculator, and use the affordability calculator to see where your budget lands at today's rate.

Higher rates have thinned the buyer pool, and Knoxville sellers are feeling it. In flexmls data for the City of Knoxville, homes sold in October closed at 98.1% of their final list price and 95.2% of their original list price. October numbers are a partial month, pulled October 31, and they can still move. September looked about the same at 98.0% and 95.3%. Back in May, sale prices ran 99.2% of list.
Read that gap closely. Sellers are taking about 2% off the final price, and the price they finally accept is often well below where they started. Listings that have already been reduced and have sat a while are where your offer has the most room. Our Knoxville market trends guide explains how to read days on market before you write an offer.
When a seller is willing to give, how you take it matters. Here's the same $400,000 home three ways.
A $20,000 price cut drops the price to $380,000 and the loan to $342,000. At 7.24%, the payment falls to $2,330.72, a savings of $122.67 a month for the life of the loan. That's $2,944 over the first two years. A lower price also lowers your property tax and can lower your mortgage insurance.
A 2-1 temporary buydown sets your rate 2 points lower in year one and 1 point lower in year two, then the full note rate kicks in. On our $360,000 loan, year one at 5.24% saves $467.69 a month and year two at 6.24% saves $239.15 a month. The seller funds that with about $8,482 at closing, roughly 2.1% of the price. So a seller credit of less than half the $20,000 cut buys you more savings in the first two years. In year three, your payment goes to the full $2,453.39, so qualify and budget for that number from day one.
Loan programs cap seller help. For conventional loans, Fannie Mae's Selling Guide (B3-4.1-02) allows interested-party contributions of 3% of the price when you put down less than 10%, 6% with 10% up to 25% down, and 9% with 25% or more down, figured on the lower of the price or the appraised value. Anything over the limit gets treated as a price reduction. FHA allows up to 6% of the price. VA caps seller concessions at 4% of the home's reasonable value, and that cap leaves out normal closing costs and reasonable discount points. Your lender will confirm the exact limit for your loan. Veterans can start with our VA and military buyer page.
A permanent buydown uses discount points. One point costs 1% of the loan amount, so $1,000 on a $100,000 loan, per the Consumer Financial Protection Bureau. How much each point lowers the rate varies by lender and by day, so compare Loan Estimates side by side before you choose. First-time buyers can learn the rest of the vocabulary in our first-time home buyer guide.

Knox County's property tax rate is $1.0158 per $100 of assessed value for the fiscal year that began July 1, 2026, adopted by County Commission resolution on August 31, 2026 after the countywide reappraisal. Tennessee assesses homes at 25% of appraised value, so the county share on a $400,000 home is about $1,016 a year. Homes inside Knoxville city limits pay a city tax on top of that, so look up the exact address with the Knox County Trustee before you finalize your budget.
