So y'all are moving to Oak Ridge, the Clinch River city about 25 miles west of downtown Knoxville that grew up around the Manhattan Project. Whether a lab job brought you here or the lake did, the move goes smoother once you know the local steps.
We built this guide from official city, county, school, and state sources checked in October 2026. For the regional picture, see our Greater Knoxville relocation guide. For the honest upsides and downsides, read our pros and cons of living in Oak Ridge. Or browse Oak Ridge homes for sale.
Here's what we'll cover:
The City of Oak Ridge spans two counties. Most of it sits in Anderson County, and the west end crosses into Roane County. The city's FY2027 budget puts about 17% of taxable parcels on the Roane side.
Your side of the line sets your county tax rate and which clerk handles your car tags. The 37830 ZIP code also reaches past city limits, so an Oak Ridge mailing address doesn't always mean city taxes, utilities, or schools. We check the property record before you write an offer.
Here's who to contact, per the City of Oak Ridge website in October 2026:
Homes outside city limits may have different providers. Our MaX House agents can help you confirm each one by address.
Homes inside city limits, on either side of the county line, are served by Oak Ridge Schools, the city's own district. It runs Glenwood, Linden, Willow Brook, and Woodland elementary schools, Jefferson and Robertsville middle schools, Oak Ridge High School, and Oak Ridge Preschool.
Homes outside the city are generally served by Anderson County Schools or Roane County Schools, by county. Zoning goes by exact address, so verify it with the district before you fall for a house. Nobody can promise a school assignment. Comparing districts? Our pros and cons of living in Farragut covers Knox County schools.
Per the district's registration page, new families request an online account, then upload a birth certificate, an immunization form, a parent photo ID, and two proofs of residency. Out-of-state students need shots recorded on the Tennessee immunization form and proof of a physical within 30 days of enrollment.
Driver's license: the Tennessee Department of Safety and Homeland Security says new residents must get a Tennessee license no later than 30 days after establishing residency. Bring two proofs of Tennessee residency (a utility bill or mortgage paperwork works), surrender your old license, and take a vision screening. The Oak Ridge Driver Services Center is at 475 Oak Ridge Turnpike, open weekdays 8:30 a.m. to 5 p.m., per the state's May 2026 location list.
Title and registration: on the Anderson County side, the Anderson County Clerk has an Oak Ridge office at 728 C Emory Valley Road. The clerk lists $42 to transfer an out-of-state title and get Tennessee plates, or $53 with a lien. Bring your old title, or your registration and lienholder's details if you still owe on the car. On the Roane County side, the Roane County Clerk's office is at 200 East Race Street in Kingston.
Emissions: no test. Tennessee's vehicle testing program ended in early 2022, and Anderson and Roane counties were never part of it.

Melton Hill Lake, a TVA reservoir on the Clinch River, wraps along the eastern side of town. TVA says it runs almost 57 miles and has a nationally recognized rowing course. Melton Lake Park, with a boat ramp and waterfront greenway per the city, is about 3 to 5 miles from central Oak Ridge, roughly 10 to 15 minutes. Norris Dam State Park, on Norris Lake, is about 22 to 24 miles away, roughly 40 to 50 minutes. Want a dock? Browse waterfront homes around Knoxville.
McGhee Tyson Airport (TYS) is about 26 to 27 miles away, roughly 40 to 55 minutes via Pellissippi Parkway. For mountain weekends, Townsend, a quiet gateway to Great Smoky Mountains National Park, is about 45 to 47 miles, roughly 65 to 80 minutes. Gatlinburg's Sugarlands Visitor Center is about 65 to 69 miles, roughly 95 to 120 minutes.
Redfin estimates Oak Ridge's overall cost of living at about 14% below the national average. Its median sale price was $399,810 for the three months ending September 2026, up 6.6% from a year earlier, at $194 per square foot. That's partial data from one source, so we pull fresh comps for any home you like.
Income tax: Tennessee doesn't tax wages, and the Department of Revenue says its Hall tax on interest and dividends was repealed starting in 2021.
Property tax: Tennessee assesses homes at 25% of appraised value, and city homes pay city plus county tax. For the 2025 tax year, the Tennessee Comptroller lists a combined rate of $2.78496 per $100 of assessed value on the Anderson County side and $2.8307 on the Roane County side. On a home appraised at $350,000 (assessed at $87,500), that's roughly $2,437 a year on the Anderson side and $2,477 on the Roane side. Official 2026 rates were not fully posted when we checked, and your bill depends on the assessor's appraisal.
